RULES AND REGULATIONS 1. USA EQUESTRIAN MEMBERS AND NON-MEMBERS: LIFE, CONTRIBUTING, SENIOR, JUNIOR AND AFFILIATED MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR MEMBER COMPETITIONS, COMBINED TRAINING AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING EVENTS AT THE INTERMEDIATE LEVEL OR ABOVE, DRESSAGE AND VAULTING COMPETITONS AND ENDURANCE RIDES. A NON-MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT OR TRAINER AT REGULAR MEMBER COMPETITIONS, COMBINED TRAINING EVENTS, DRESSAGE COMPETITIONS AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $15.00 REGISTRATION FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE: 1) LEADLINE; 2) EXHIBITIONS 3) GAMES AND RACES AND 4) CLASSES FOR 4-H MEMBERS 4) WALK TROT AND ACADEMY CLASSES (academy classes are classes limited to horse used regularly in a lesson program) AND 7) USDF INTRODUCTORY LEVEL TEST, PAS DE DEUX AND QUADRILE CLASSES. ALSO EXEMPTED FROM THIS REQUIREMENT ARE RESIDENTS OF OTHER NATIONS WHO ARE MEMBERS IN GOOD STANDING OF THEIR NATIONAL FEDERATION. USA EQUESTRIAN RULES EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USA EQUESTRIAN RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. 2. USA EQUESTRIAN ENTRY AGREEMENT By entering an USAE-recognized Competition and signing the entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider or Handler and on behalf of myself and my principals, representatives, employees and agents I agree that I am subject to the Constitution and Rules of the USAE and the local rules of the competition. I agree to be bound by the Constitution and Rules of the USAE and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the USAE, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the USAE and/or the competition may use or assign photographs videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the USAE. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of USAE rules are governed by the laws of the State of New York, and any action instituted against the USAE must be filed in New York State. See Art. 1502.5 3. USA EQUESTRIAN DRUG FEE No horse shall be shown in any class at a show recognized by the USAE if it has been administered any forbidden substance, in any manner (as defined in USAE Rule IV, Art. 404) Reference Art. 407. Article 407. To provide funds for research, inspection and enforcement of rules regarding use of medications and drugs, each Recognized competition, except as prohibited by law, must assess the exhibitors a fee of $8.00 for each horse entered in competition. The following classes are exempt from payment: (1) Leadline, (2) Exhibitions, (3) Games and Races and (4) Classes for 4-H members. 4. AMATEUR STATUS Every person who has reached his/her 18th birthday and competes in classes for amateurs under USAE rules must possess current amateur certification issued by the Association. This certification, which must be renewed annually, will expire on November 30 and must be available for inspection or the competitor must have lodged with the competition secretary, at least one hour prior to such class, an application for such certification provided by the Association. Forms may be obtained from the Association. Certification will be issued only on receipt of the application properly signed and is revocable at any time for cause. 5. CONDUCT Exhibitors are hereby notified that any act of discourtesy or disobedience to the Judges/Officials on the part of the owner, trainer, rider or any other attendant, shall be grounds to disqualify the horse, and all entry fees and other charges and prize money won shall be forfeited. The Show Committee also bears the responsibility to aid the judges in avoiding contact with exhibitors or their agents before and during the show. 6. ADMISSION TO ARENA No person will be permitted to enter the arena except class participants, judges and their assistants, show photographers and show management personnel. Attendants will not be permitted in arena until summoned by order of the judge. 7. JUDGES In the event due to illness or failure of a Judge to attend this show or perform his duties, the Show Committee reserves the right to substitute a judge. No contact shall be made with the Judges before or during the period of the Show unless accompanied by a member of the Show Committee designated by the Committee for such purpose. Any offensive or abusive contact with the Judge by an Exhibitor will be cause for immediate removal from the show. Further, no exhibitor shall approach a Judge regarding a decision unless he first obtains permission from the Show committee or Steward, who shall arrange an appointment with the Judge. No exhibitor has the right to inspect the Judge's cards without the Judge's permission. 8. PROTESTS Protest may be made to the Show Committee or USAE Hearing Committee by a rider, driver, handler, exhibitor, owner, agent, trainer, or the parent of a junior exhibitor for any violation of USAE rules. All protests must be in writing, signed by the protestor, addressed to the secretary of the competition at which the alleged violation occurred, or to the USAE Hearing Committee, accompanied by a deposit of $100. (if check, payable to the competition or to the USAE) and received by the steward, technical delegate, a member of the Show Committee, the competition manager or the competition secretary with 48 hours of the alleged violation, or if made directly to the USAE Hearing Committee, it must be received at the USAE office by the fifth business day following the last recognized day of the competition. 9. RESPONSIBILITY The Indiana Arabian Horse club, Inc., and the Indiana Half-Arabian Horse Club accept no responsibility for loss or destruction of property or equipment not owned by them or for damages to or by animals on exhibition at this show grounds or stabling areas. Show management will have the responsibility of enforcing all USAE and IAHA rules. The Indiana Arabian Horse Club Inc., and the Indiana Half-Arabian Horse Club recommend all exhibitors become members of USAE. Members receive a complete rulebook for reference when competing in shows. Membership information and application can be found in this premium list. Special emphasis will be placed on rules pertaining to retention of natural action. Leg chains, rattlers, or other artificial appliances on a horse's leg while on the show grounds will be cause for immediate removal for the show and all winnings forfeited. To make the show enjoyable for all concerned, exhibitors are encouraged to conduct themselves in a sportsmanlike manner, adhering to all rules and regulations. The Show Committee reserves the right to refuse any entry. Intoxication, disrespect of the Judge and/or Show committee will be liable to disqualification for events and cancellation of awards without claims for damages. The committee reserves the right to make changes in procedure, personnel, rules and regulations as shall be deemed by them to be in the best interests of the Show. 10. AGE OF INDIVIDUALS The age of an individual on December 1st will be maintained throughout the entire competition year. Persons born on December 1 will assume the greater age on that date. 11. WHIPS If whips are allowed, they must be no longer than 6' including the snapper or lash. Exception: Harness classes. No appendages of any kind are permitted on the end of the whip. 12. CALL FOR CLASSES The two minute rule will be STRICTLY ENFORCED. If time is needed for a tack change, the gate must be notified in advance. All tack changes must be made at the entrance gate to the arena. This rule will be STRICTLY ENFORCED!! 13. SHOEING REGULATIONS See the current USAE Rule Book for shoeing requirements on Arabian, Half-Arabian and Anglo-Arabian horses. All Regional Champions and one random top five in each class may be measured. Weighing of shoes will be done at random. 14. PADDOCK INSPECTION PROCEDURE All Regional shows Breeding and In-Hand Classes horse will enter in an assigned order and be inspected for signs of abuse immediately prior to entrance into the ring for judging. The Order of go shall be determined and posted by the birth date, oldest to youngest, for Breeding and In-Hand Classes. This includes Post Entries. The manner of inspection will be at the discretion of the show management. Any horse that does not enter the ring in his assigned position may be eliminated at the discretion of the Show Management. All horses enter the ring as stated in USA Equestrian Article 1607.1 15. REGISTRATION REQUIREMENTS Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc., (or in the case of a foreign entry, have been issued a Competition Visa by the Arabian Horse Registry of America), and/or the Canadian Horse Registry, or, if under one year of age, be eligible for registry, and registration applied for (Exception: Art 1699V.1) and must be entered in their full registered name. ) Only weanlings that have had registration applied for may show without registration papers.) A copy of the registration papers showing proof of ownership must be submitted with entry form at the time of making entry; competition management is responsible for notifying exhibitors of this requirement. A copy of the registration papers will be returned when exhibitors pick up their numbers. In the case of a sale or lease, it is required that a contract of the sale or lease, or statement from owner be submitted with the copy of the registration papers. (Exception: Horses under one year of age that are eligible for registry and registration applied for). Horses shown in the Half-Arabian or Anglo-Arabian Division must have been issued a Certificate of Registration from IAHA in the Half-Arabian Registry or the Anglo-Arabian Registry, or have a CPAR permit. If under one year of age, the horse must be eligible for registry and applied for registration. (Only weanlings who have applied for registration may show without papers.) The horse must be entered under its full registered name. Half-Arabian colts/stallions two years and older may not compete in Half-Arabian/Anglo-Arabian in hand classes. (Refer to USA Equestrian rules) 16. REGIONAL QUALIFICATION Any eligible horse may show in any regional class, having qualified at an IAHA recognized Region XIII Show. To qualify for a Regional Championship Class, a horse must have won at least a first or second place award in that section/class entered in an IAHA Recognized show or USAE open dressage show that was approved by IAHA for that Region within the preceding calendar year and that period of the current year prior to the commencement of the show in which the Regional Championship is held. 17. ENTRIES Entries will close Monday, May 20, 2002. Those received by this date will be acknowledged. Entries postmarked after this date, or received after May 27, 2002, will be charged post entry fees. (Exception: Horses qualifying for the FIRST TIME after May 20, 2002, are exempt from paying the post entry fee). Entries must be submitted on the Official Entry Form for the show. The entry form may be duplicated. Farm names will be used only if the stable or farm is the owner appearing on the horse's registration papers, or if the stable or farm has been registered with USAE and the number shown on the USAE Farm Registration Certificate is noted on the entry form. A copy of your USAE Farm Registration Certificate should accompany your entry. A photocopy of both sides of the Certificate of Registration of each horse entered must be submitted with the entry forms. If the name shown on the registration papers is different from the person entering the horse, an affidavit, a copy of the sales contract or authorization form must be filed with the Show Office. Any corporation owning and showing a horse must be a member of IAHA and that membership number must be on the entry form. 18. CROSS ENTRIES Cross entries are prohibited between the Country English Pleasure sections and the English Pleasure sections at the same show. 19. ASTM HEADGEAR Except as may otherwise be mandated by local law, all juniors riding in Hunter Seat Equitation sections must wear properly fitting protective headgear passing or surpassing current applicable ASTM (American Society for Testing and Materials) / SEI (Safety Equipment Institute) standards with harness secured while riding anywhere on the competition grounds. Harness must be secured and properly fitting. 20. WALK-TROT/JOG CLASSES: All Walk-Trot/Jog Classes are open to Arabian, Half-Arabian and Anglo-Arabian horses. 21. IAHA SINGLE EVENT FEE not AVAILABLE: All horses entered in any IAHA recognized show or Arabian Division recognized by IAHA shall be owned by a member of IAHA or the horse owner shall pay an additional fee of $15.00 per horse at the time of entry. The $15.00 Single Event Fee option is not available for Regional Classes. 22. IAHA MEMBERSHIP REQUIRED: To compete at a Regional Show exhibitors MUST be members of IAHA THIS INCLUDES WALK-TROT EXHIBITORS. Direct Membership to IAHA may be purchased through the Show Secretary at the Show Office. IAHA membership is required for Regional Championship Classes. You MUST HAVE a copy of your current IAHA Membership Card; affidavits are not permitted. 23. POST ENTRIES Post entries are accepted and will be charged an additional
fee of $20.00 for each class entered after the closing date of May 20.
(Exception: horses qualifying for the FIRST TIME after May 20, 2002) The
session-by-session deadlines for post entries made at the show will be
strictly adhered to and are: 24. RETURNED CHECKS There will be a $100.00 fee for returned checks. 25. REFUNDS All Refunds on fees will be made upon request with a written statement from your veterinarian on said veterinarian's letterhead, if received by May 20, 2002. NO REFUNDS on stalls after May 20, 2002. Office Charge will be deducted. Refunds will be mailed. Exhibitors must notify the Show Secretary of cancellations prior to the time the class is called. 26. SHOW OFFICE HOURS Any variations in the following schedule will be announced and posted on the show office door. Exhibitors are requested to report to the show office as soon as possible after arrival, to pick up show packets, correct any pending items or make entries. Trainers with multiple entries will be notified to arrange an appointment time to make entries. TUESDAY, JUNE 18, 2002 - 3 p.m. to 9 p.m. WEDNESDAY, JUNE 19, 2000 - 8 a.m. to 9 p.m. On days of the show, the Office will open one (1) hour before the first session each day and will close nightly at 9:00 p.m. The office will close one hour following the last class on Sunday. 27. PRIZE MONEY Prize money will be mailed to the exhibitors within 30 days following the show. 28. REGION XII AWARDS A Championship and Reserve Championship plus three additional unranked awards shall be made in each Regional class to make a top five. In Sweepstakes classes paybacks shall be limited to 50% of the class. 29. HEALTH PAPERS AND COGGINS All out-of-state horses must have a negative Coggins test within twelve (12) months and a current (30 day) health certificate. 30. VETERINARIAN INSPECTION At the Show Committee's discretion, all animals are subject to a physical inspection, free of charge, by show veterinarian as a safeguard against communicable equine disease. 31. FAIRGROUNDS LOCATION. The Fairgrounds is located on 38th Street and Fall Creek Parkway, Indianapolis, IN. See the map on page 11. 32. ARRIVAL & DEPARTURE TIMES: Stalls are available from 8 a.m., Tuesday, June 18, 2002, until 12 noon, Monday, June 24, 2002. Early arrivals or late departures MUST contact the Indiana State Fairgrounds at 317-927-7503. 33. SHOW OFFICE. The Region XIII Horse Show Office will be located in the northwest corner of the East Pavilion and personnel will be on duty in the office according to posted times during the four days of the show. 34. BARN OFFICE. The barn office will be in the southeast corner of the South Pavilion. Stall assignments should be picked up at the Barn Office, not at the Show Office. 35. TRAILER PARKING All horse vans will unload South and East of the South and East Pavilion and they will park in Lot 5. Trailers and vans are to enter the grounds at GATE 3. (located on W 38th Street, one gate east of the Main Gate.) NOT THE MAIN GATE. 36. PARKING The Indiana State Fairgrounds charges a $2.00 no pass-out parking charge for all vehicles entering the grounds. Parking passes WITH IN AND OUT PRIVILIGES will be available from the SHOW OFFICE for a fee of $6.00. 37. CAMPERS All house trailers, campers, motor homes, tents, etc., must be parked at all times at the Campgrounds at the west end of the Fairgrounds. Parking fee is $19.00 per unit, per night, plus 5% Indiana Sales Tax. No parking next to the buildings. 38. STALLS Stabling is portable stalls with either solid plastic sides or vinyl sides with doors, inside the South and East Pavilion and Swine Barn. All stalls are indoors. Tapes, stickers, nails, tacks, staples, hooks, screws, permanent markings (such as paint and ink), and other objects, shall not be inserted or placed on or into facility walls, doors, floors, ceilings, trees or posts. An exercise ring is located east of the Coliseum. Please pick up stall assignments from the BARN OFFICE located in the southeast corner of the South Pavilion. Stall assignments will be made in the order paid entries and requests are received. All horses must be stabled. Absolutely no showing from trailers will be permitted. Due to shortages of stalls, the Show reserves the right to limit or cancel tack stalls. Notification and refunds will be made if tack stalls are not available. Exhibitors will be responsible for cost of repairing any damage or alterations to stalls. Exhibitors wishing to be stalled with other exhibitors should submit entries together. No wheelbarrows will be available on grounds. Stalls are available from 8 a.m., Tuesday, June 18, 2002, until 12 noon Monday, June 24, 2002. Early arrivals or late departures should contact: Indiana State Fairgrounds, 317-927-7503. 39. FOOTING Footing in the 270' x 120' Coliseum is sawdust dirt mixture. The outside covered 300' x 100' paddock area has dirt footing. The outside 300' x 75' work area has dirt footing. 40. MANURE DISPOSAL Manure disposal is provided for in a designated area on the south side of the South Pavilion or the provided dumpsters. 41. SECURITY In the event you should have an emergency, the Indiana State Fairgrounds Security can be reached twenty-four hours a day. 317-927-7520 42. DOGS All dogs must be leashed and tied in stall area, not in aisles. 43. BICYCLES, MOTORBIKES, CHILD SCOOTER BOARDS and ROLLERBLADES are prohibited on the Indiana State Fairgrounds. This rule will be ENFORCED. 44. CONCESSION RESTRICTIONS The Indiana State Fairgrounds has contracted with an exclusive concession contractor to handle all food and drink concessions. No exhibitor will sell or give away any beverages or food upon the premises without written consent of the Indiana State Fairgrounds. No food or drink is permitted to be brought into the facilities for public (i.e. parties) consumption without written consent of the Indiana State Fairgrounds. Pepsi Cola is the official soft drink. 45. SMOKING RESTRICTIONS By the order of the State Fire Marshall, smoking is prohibited in the barns except in designated areas. All exhibitors expressly agree to be responsible for any levied fines when signing the entry form. 46. CHARGE CARDS ACCEPTED
